The Civil Society. Dialogue for Progress (TA project) invites proposals for the development of a Baseline study for the Roadmap for engagement with CSOs in Georgia 2014-2017.
The overall objective of the baseline study is to assess the situation vis-à-vis the key priorities of the 2012 Communication and establish benchmark indicators with a view to measuring progress on the Roadmap for engagement with CSOs in Georgia 2014-2017.
More specifically the study aims at:
- Developing the methodology and conducting a base-line study (using appropriate methodologies and tools) to elaborate a base line for a selected set of indicators included in the dashboard of the Roadmap for engagement with CSOs in Georgia 2014-2017;
- Fine-tuning the list of indicators to be regularly measured;
- Providing specific recommendations to be followed by the EUD for the yearly report on the Roadmap (i.e. reporting to be done against the selected list of indicators).
The base line study should take place in April/May 2015 in Georgia. The consultant/firm is request to submit a work-plan for implementing the base line.
