The European Center for Not-for-Profit Law (ECNL) has published updates for the EaP countries assessing civil society environment especially during the COVID-19 pandemic and the impact on the operations of the CSOs.
The CSO Meter is a tool developed to assess the civil society environment in the Eastern Partnership countries. It consists of a set of standards and indicators in 10 different areas that will measure both law and practice. They were developed based on a review of international standards and best regulatory practices to address the needs and emerging trends in the region.
The CSO Meter was developed through a highly consultative and collaborative process, supported by the European Center for Not-for-Proft Law Stichting (ECNL). It was co-drafted by a core group of experts from partners in each of the six Eastern Partnership countries.
In 2020, the CSO Meter was adjusted to reflect the lessons learned from the practical implementation and address latest trends, with special focus on emergency measures that restrict fundamental freedoms.
