The Sustainable Energy Action Plan (PAED) for Chisinau in progress

In Chisinau will be reduced the energy consumption and carbon dioxide emissions by at least 20% by 2020 compared to 2010. The Working group involved in the European energy efficiency project established 2010 as the referance year 2010, having into account the availability of data on energy consumption and CO2 emissions, necessary for the realization of the Sustainable Energy Action Plan (PAED).

PAED represents a document based on a detailed analysis of emission-generating activities, it defines actions that should be taken to achieve settled objectives, inclusive the general objective of reducing carbon dioxide emissions by 20% by 2020. In developing PAED, a primary condition is the elaboration of the basic inventory of emissions (Baseline Emission Inventory – EIB).

In this context, the Chisinau City Hall, in collaboration with IDIS “Viitorul ” has selected four national and one international experts, who will calculate:


  1. The final consumption of electricity;
  2. The final consumption of natural gas and oil;
  3. The final consumption of liquid gas, gasoline and diesel;
  4. The potential of renewable energy.

Finally, depending on the examined sector, experts will draw up concrete measures and an action plan to reduce CO2 emissions for the years 2012-2020.

In the PAED for Chisinau, the sectors covered by the EIB are classified as follows:


  • Buildings, equipment / facilities and industries (municipal tertiary / nemunicipale, residential);
  • Transport (City park, public transport, private and commercial transport);
  • Public lighting;
  • Cogeneration of heat and electricity (CHP sites, Termocom);
  • Renewable energy production.

The EIB and the PAED inventory will exclude the industry, because local authorities don’t have levers of influencing energy consumption from this sector.

To select emission factors will be choosen the approach of IPCC (Intergovernmental Panel on Climate Change – Intergovernmental Panel on Climate Change), which covers all CO2 emissions due to energy consumption in Chisinau.

Intermediate results, conducted by experts, will be reported monthly at working sessions of the Working Group, established by the Chisinau City Hall, the project staff and IDIS “Viitorul”.

In Chisinau City Hall actions to support the major priority of the European Union – renewable energy sources – on November 29, 2011, City Hall joined the Mayors Convention. The Convention signatories essential priority is to develop the PAED, a document that will be developed within one year of signing the Covenant, which provides inventory, monitoring and reducing the energy consumption and carbon dioxide emissions by at least 20 % by 2020 compared to 2010, set as the reference year.

The project was written in partnership between the Chisinau City Hall and IDIS “Viitorul” and is implemented with the financial support from the European Commission, through the CIUDAD ((Cooperation in Urban Development and Dialogue). The total budget is around 673 000 EUR, of which 20% are covered by the beneficiaries of the project. Its activities are similar in both municipalities: Chisinau and Sevastopol, offering tangible benefits to over 750,000 Chisinau inhabitants and 379,200 inhabitants from Sevastopol. Besides the Chisinau City Hall and IDIS “Viitorul” partners are the ICLEI European Secretariat GmbH, Union of Municipalities of the Marmara Region, Turkey and the Regional Committee for Ecological Monitoring from Sevastopol.
